To pursue instrumentation engineering, you need to clear IIT-JEE Mains/Advanced and get into a good engineering college. IITs/NITs and top state engineering colleges do have courses in electronics and instrumentation.

Yes, you can go for any good college in Maharashtra. COEP is a good institute.
