There is no procedure for taking direct admission in any government college in India. But, there are various private colleges which provides you the facility to do so with some extra fee and additional counselling procedures. But, if you want to take admission in any government college, you have to

Yes, you are eligible to do B.Tech in most of the colleges if your aggregate percentage is not less than 60%. But for IITs, you need at least 75% (or within 20 percentile in your respective board).

No Government in NCR region gives direct admission. You are now advised to appear for engineering colleges entrance examinations next year to take admission in Government Engineering colleges.
