Can I get direct admission in LPU-Jalandhar for CSE? I have scored 86 marks in JEE Mains 2017 and 91% in HSC.

As you have already qualified JEE Mains in your first attempt and got more than 90% in your boards. Why don't you go for a drop instead of spending a huge amount of money in a private university? You have the potential as you have strong basics.

To get a seat in LPU you have to appear for the exam and attend the counselling. You can also get a discount in fees if you have a good score in LPU exam.
