Can I get direct admission in the 3rd-year or 2nd-year in another college/university? For which graduation degree can I apply?

I dropped the 3rd-year of engineering and want to do BBA or any graduate degree. Am I eligible to apply?What are the T&C for that in Maharashtra? I am studying at Shivaji University, Kolhapur, what about its credit transfer, can I use it to apply for a degree?
