    Yes, you can easily get admission in any college at this score as according to the last year data but it might be possible that you will get this college in the last round of the counselling.

    NIT Rourkela has Electrical Engineering(EE), Electronics and Communications Engineering(ECE) and Electronics and Instrumentation Engineering (EI) as three separate departments. If you are a general other state candidate your prospects aren't good here. But with a SC/ST certificate you have chances of getting through.
    However you can try for other branches in NIT Rourkela like Biotechnology/ Biomedical, Ceramic or the Integrated M. Sc courses in basic sciences. Check out the departments here: http://nitrkl.ac.in/Academic/1Department/Default.aspx
