Hi,
Generally, transfer is possible within the university from one college to another. Keeping your concern in mind I would suggest you to contact the officials of both the colleges for specific and updated knowledge regarding the transfer norms as it differs from one college to another.

Transfer from one Medical college to another is generally NOT allowed unless there is a special + critical & exemplary reason and the management of the two colleges agree in principle. Even if this takes place some how the transfer of fees will NOT be there and you will have to take fresh admission.
