Can I get into a university abroad via lateral entry if I am a Diploma student without 10+2.

I am currently completing my Diploma in civil engineering and plan on getting a Bachelor's degree from a foreign University. Is it possible for me to get a admission since I did my school studies till 10th and did not give 12th exam rather decided to get a Diploma degree.
