Can I get into Canadian universities with an IELTS score of 5.5?

I have completed B.Sc chemistry and got 69% in Bachelors. I scored 5.5 in IELTS, 84% in higher secondary and 84% in high school.

University of Toronto: An overall band score of 6.5, with a minimum score of 6 in each exam section. University of British Columbia: An overall band score of 6.5, with a minimum score of 6 in each exam section. McGill University: An overall score of 6.5, with no minimum score by section.
