Can I get into this college for PGDM with 43 percentile in CAT? I am an arts graduate and belong to NC OBC category.

Score is too low. You can apply anyways as the score weightage is 20%, rest depends on the profile. I would suggest you to give the CET exam also and try applying through CET score for PGDM as well as MMS. Good luck!

It's a tough call but as such there is no cut-off. You can still apply if you have scored less marks in any entrance exams because 20% weightage is given to CMAT and other exams and 80% weightage is given to further rounds like GD and PI. Generally, the CAT cut off for this college is 70 percentile. You have bleak chances to get a call.
