Can I get into this college for PGDM with 59.31% in B.Com along with 23 percentile in CAT exam? I'll be appearing for CMAT and MAT exam.

You can directly get admission is this college through management quota if you want. Otherwise appear for MAT.

No, you will not be able to get good college based on your CAT score. Prepare well for CMAT and MAT and try scoring more than 80 percentile in both to get a good college.
