Can I get NIT, Rourkela with 71% marks in board and 71 in JEE Mains?

I belong to OBC category and for this category the cut off was 70.

    You may expect to qualify the JEE mains exam but I am afraid that you may get a very low rank. As far as I know you may get lower rank NITs like NIT Nagaland, NIT Manipur but it is unlikely that you would get NIT Rourkela with those marks in JEE Mains and 71% marks in boards.
