Can I get one sitting for my B.Tech? I am a central government employee and I have completed my B.Tech in 2005 but couldn't pass it.

No university offers one sitting B.Tech degree. From your question, it is understood that you have attended classes for eight semesters of B.Tech but not appeared for final examinations. You may approach your university for exception approval for appearing in your final year exams.
