Yes if you get a good rank in either CET/COMEDK then you can get a seat in CSE in RVCE.

Yes, but you have to score good in COMEDK as RV College is one of the best government colleges under COMEDK. If you had not scored well in COMEDK then you can get a seat through management quota.
