    Different colleges have different procedure. It may so happen that you have to start from UG based on your 12th and your Diploma is put to no use. But different countries also have different procedure. Seek help here

    Yes, you can go for it as many college provides foreign exchange campus programme and you will go with free only transportation charges you have to pay and you must have good communication skills.
