Can I get the list of universities in Europe and North America which have low fee structure?

In Europe, the tuition fees is less in many countries like Germany, Spain, France, Finland, Poland, etc. In North America, USA is expensive whereas on the other hand, Canada is less expensive than USA but in terms India, both are expensive.
