I have 76% marks ( non medical) in 10+2.

    No.Not as of now. However you should begin your preparation now.
    Eligibility is as follows-
    Candidate should be Graduate
    Age limit is between 21 to 32 years for unreserved category as on Aug-1 of that year when you are planning to take CIVIL SERVICES EXAMINATION.

    Yes you can apply for IAS or IPS exam as the min qualification is the candidate should be a graduate in any stream.
