Can I give the exams of 3rd year B.Com directly without clearing 2nd year B.Com with a year's gap?

No, you cannot proceed to TY B.Com directly after your FY B.Com. You are forced by guidelines of university to go for SY B.Com After you TY B.Com even if you have gap in between.
