For UPSC exams, it's necessary to complete graduation degree first. It's good that you planning from class 12th. You can start the preparation from class 12th to become an IPS. Yes, you can appear for UPSC, MPSC or IAS exam after completing your B.Tech in IT. B.Tech is also a Bachelor's degree, so you are 100% eligible for appearing in IAS exam. You just be focused on some other subjects like geography, history, economics, political science and current affairs.
