Can I go abroad to pursue MS?

I completed my B.Tech in 2013 but I still have 3 reappear exams to clear.

Hi Arvind, Kindly, clear your papers and update me with your final percentage to determine your eligibility. You must also take TOEFL or IELTS and may have to take GRE depending on the country and university. I hope it will help you.
