Can I go to USA without appearing in SAT?

To pursue a bachelors degree in the US, you will have to appear for SAT I or ACT. Some universities may also require SAT II scores.

So the obvious answer is - No, you cannot pursue higher studies in US without SAT. Additionally you must also take TOEFL. There are no relaxation in case of SAT requirements. -
Some universities in the US do not need SAT, but the options are limited. So I suggest give ur SAT in case you are looking for the US. Alternatively, universities in Europe or Australia do not require SAT. -
