Can I have B.Sc. and B.Ed. together in distance (IGNOU) as a primary teacher?

You can't apply these subjects separately because it's not valid to study two degree courses at a time from distance. one should opt from regular compulsory. So you can do B.Sc+B.Ed dual degree in one course, it's time duration is 4 years and I think it's not available in IGNOU.
