Can I include the marks of Hindi in the best four subjects if i want to pursue English (Hons) from DU? Pls tell me.
I am preparing for class 12th ISC board exams.

Yes, you can choose any language which you have taken in 12th. It begin core or elective that is irrespective. English is usually prefered but it is not compulsory to count it in best four.
