As per your question, NO it is not possible to get admission into AIIMS without giving the NEET exam. Because all the AIIMS institutions across India will only accept your score in the NEET exam. Therefore you can only secure the seat in AIIMS through NEET exam.

Students can not tale direct admission at AIIMS Rishikesh. They are selected based on score in NEET exam. Students wishing to apply for PG courses have to qualify INICET exam. Students have to undergo the counseling rounds, for final seat allocation.
