Can I join engineering college with CSE branch? Which book would be best for me to learn C language? I don't know about C language.

Let C is the basic book to learn computer language. You can find lots of basic programming books/handouts/examples on the internet.

Yes he/she can join engineering colleges if he/she has completed class 12th with PCM. After joining the CSE branch he/she will learn the computer programming from very basic.

Stop worrying and start learning coding. Start with LET US C or Sumita Arora C Programming. Read them again and again and perform the instructions given in the book. These are great books for beginners.
