Can I join for B.Tech through lateral entry abroad? I have done class 10th and Diploma in ITI.

Yes, some universities in Australia and London offer B.Tech.
Even my friend got admission in a college in London after completing Diploma.
In Australia, the University of Sydney offers B.Tech through lateral entry.
In India, except for central government controlled and few private universities, all universities offer direct admission to the second year through lateral entry. -
Lateral entry of Diploma holders in second years of engineering is allowed in few Indian Engineering colleges only. There is no such provision of lateral entry admission in engineering for Diploma holders in universities abroad.
