Can I join KBN University without KCET for B.E. in Computer Science and Engineering?

Yes, you can join KBNU for BE in Computer Science and Engineering as 50% of seats are allotted through KCET and the other 50% through the KBNU entrance exam only. The CSE branch is good. You must have 45% in class 12th if you're general category or 40% if you're sc/st category.
