computer engineering deals with all hardware and software specifications of computer but in IT it only deals on programming and software -

While computer engineering equally covers both hardware and software aspects, Information Technology and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each branch.
Unless and until, you get a job in a hardware manufacturing company like Intel, Logitech, etc. this little difference in the syllabus hardly matters. Most of the jobs offered are in the software domain.
