Can I migrate from Rajasthan University to Delhi University In 2nd year?

I'm in 1st year in St. Wilfred's PG College, Jaipur which is affiliated to University of Rajasthan and I had 76% marks in 12th (science).

No, you can't apply to Delhi University in 2nd year. You will have to apply in DU from the scratch in 1st year.

Although University Migration is allowed but for certain circumstances or cases, university migration can be done. You have to write an application to college administration and UGC and have to give a valid reason for migration. If UGC grants permission for migration then you can apply for admission
