Can I open my own diagnostic center after my MSc in radiology/radiography without an MBBS MD doctor?

To open a radiology, you must have a MBBS or MD degree, without this, you can't open it.

Sir thanks for answering my query, I have one question can after Ph.D. in sonography person can open his own diagnostic centre without MBBS MD doctor? PS: by Ph.D. in sonography I'm referring to the course done after the M.Sc. In radiology. Thanks very much sir for answering.
