Can I participate in JECA Round 2 if I wasn't allotted a seat in Round 1?

Yes. if you did not receive any allotment in JECA Round 1, you will automatically be considered for Round 2 based on your original choice needing no extra steps unless you skipped choice filling in Round 1, in which case you'd need to do fresh choices for Round 2.
