Can I possibly change my college in the second year in architecture without repeating? I'd probably like to shift to a different state.

You should check with the admissions department of your institute for details regarding lateral shift to another college. Most likely, if you have a good academic record and there is a tie-up with your college and the target institute you should be able to shift without repeating an academic year.
