Can I practice as a psychologist after completion of B.Sc in psychology through distance education?

No, as per RCI guidelines, students, even after completion of post graduation in psychology from Indian universities, are not entitled to practice as clinical psychologists. They have to complete a two-year M.Phil programme from RCI recognised universities to be eligible. However, you can work as a counsellor after graduation in psychology. You can also teach Psychology as a subject after doing B.Ed. So, if you wish to become a practising psychologist, the minimum qualification is M.Phil. Hope this helps.
