Various institutes conduct their own exams for Diploma in various streams. So, you will have to check with your desired college. -

Yes. Entry in Polytechnic is without JEE. Normally many state govt's do conduct CET for this also. JEE Mains etc. are for entry /admission into graduate courses of engineering. However, you do have an option of appearing for JEE Mains after completion of Diploma for admission in getting a degree.
