Can I pursue a Ph.D. program in Finance now at the age of 67 years?

I am 67 years and passed M.Sc with 49% in Mathematics in 1990 from Central University (Earlier Guru Ghasisas University) Bilaspur. I retired as Sr.Accounts Officer at Indian Railways at Bilaspur on 31.08.2016.
