I have a backlog in master's degree and want to pursue another PG degree.

Most of the universities wants that you complete all coursework and clear all backlogs before enrolling in a new program. A backlog indicates incomplete academic requirements, which can be a barrier to admission into another program. If you are successful in clearing the backlog, you will be able to apply for another master's program. Some institutions may allow conditional admission, but it is uncommon.
