    Nope, first, you have to clear the backlog. After clearing all backlogs, the university issues a provisional degree by which you can take admission in M.Sc.

    Not now. Your backlogs need to be cleared to proceed to higher studies. However, some colleges will allow you to pursue course after you submit a self-declaration stating that you will clear your backlogs before a certain time period or your admission will be cancelled.
