Can I pursue B.Tech in civil engineering from Germany after doing 10th+Diploma in civil engineering in India?
Do I need to give any exam for the same?

Yes, you have to give GRE, if you want, but IELTS is compulsory you have to give IELTS. It is a language based exam, the exam is for testing your English language, so you have to give IELTS.
