Can I pursue B.Tech in civil engineering from Germany or UK after completing Diploma in civil engineering from India?

That is not possible as Germany doesn't recognise our Diplomas. However, you can still apply using your +2 credentials. If you didn't do it, you can't apply. With your Indian Diploma, you can still do some technicians course.
