Can I pursue Bachelor's degree in Germany as my JEE Mains score is 142? Will I get a scholarship?

I belong to middle class and don't want to study in India as I have a keen interest in automobile engineering.I want to pursue my bachelor's degree from Germany. Would the Universities provide scholarship on the basis of IELTS score?
