Can I pursue civil engineering from USA after completing Diploma in civil engineering in India?

You are eligible toapplying Engineering graduation degree in USA Universities after Diploma in Engineering as you meet min 12 years education requirements in USA Universities but you may not get lateral entry admission in second year of Engineering as in India.
