Can I pursue computer engineering by taking commerce stream with maths and IP in class 11th?

You are not eligible to seek admission in B.Tech CSE unless you have PCM in 10+2 stage. You are eligible to seek admission in BCA to become a software engineer.

You can do BCA+MCA and then M.Tech CSE. This is the way you become a computer engineer.

For taking up any branch of engineering it is mandatory to take Science in class 12. or do Polytechnic and then join 2nd year. As with commerce, you can't do engineering.

You can go with it if you have IP but majority of engineering colleges demand Science stream with PCM or PCMB stream.

If you don't want maths then you can search for schools where you can get option as maths like changing it with IP or Hindi or any other subject which you may like.

You can't be able to pursue computer engineering, but you can opt for the BCA in that. You can become equivalent to computer engineer.

No, you can not do engineering with merely on the basis if IP and maths, you need to study physics, chemistry as well. You should have at least 60% in 12th (PCM). Top colleges/ universities are: IITs, IIITs, NITs, DTU, BITS

Same as here what others said is true. You should have PCM, otherwise, by taking commerce you can do BCA.
