The NCF 2005, RTE 2009, and NCFTE 2010 were taken into consideration when the Ministry of Human Resource Development (MHRD) of the Indian government established the programme. The programme's goal is to help the target group acquire the knowledge, abilities, attitudes, and understanding necessary to improve teaching and learning. D. El. Ed. Teachers are eligible to enrol in distance learning for any other graduate degree.

For D.El.Ed, the basic eligibility is 10+2 and on the other hand B.Ed basic eligibility is 10+2+3. In other words for D.El.Ed a candidate must completed his/her senior secondary and for B.Ed, a candidate must completed his/her Graduation. If you want to teach at Elementary level, you should go for D.El.Ed and if you want to teach Higher school or higher secondary. It is upto you which one level you want to teach. However, B.Ed is a step ahead or advance of D.El.Ed.
