Can I pursue Diploma in computer science engineering?
I have opted for commerce in 2nd PUC but discontinued because of some problem.

Yes, you can pursue Diploma in CSE because admissions to Diploma courses are based on class 10th exam. Your marks in class 10th will perhaps decide which branch you can get.
