Can I pursue LL.B through Hindi medium? My english is very weak and I am unable to describe or analyse anything in english.

Entrance exam is in typical english and classroom teaching is also almost in english. But you can write exams in Hindi. Good books in hindi are also available in the library. Teachers will help you in that. Even some seniors who give exams in hindi can help you in this.

You should strengthen your English. But in some universities, you can study law from Hindi medium.

Don't be afraid of English. Your English is good. I will advice you to join a good English coaching class and make yourself master in English language because if you work in high or supreme court then you will need skills and command over English language.
