Can I pursue M.Sc in astrophysics from abroad after completing B.Sc in CS from India?

Eligibility criteria to study Master of science in astrophysics abroad:
Students should hold a B.Sc degree in astrophysics with not less than 50% marks to apply for an M.Sc degree in astrophysics abroad.
They should qualify for the test of English as a Foreign Language (TOEFL) in order to pursue a

So, I can't pursue but If I pursue M.Sc in physics from India after that, can I pursue Ph.D in physics or astrophysics from abroad because I have to join NASA. Please suggest me.
