Your question is very generic. Without being specific, you are eligible to seek admission in MS degree on completion of your Engineering graduation degree.

Yes, you can do M.Tech after graduation from abroad. Just have a good CGPA and well to do related projects in your field. Apply for GATE too. Through GATE score, many foreign colleges can consider your admission.
