Can I pursue MBA or PGDM from a mid-level college? I have got 35% in B.Com.

The cut off for graduation is 50% for most of the MBA colleges. It will be very difficult to get a call from colleges. You need to check with respective colleges for more information.

It is difficult. Most of the colleges and entrance exams require the candidate to have scored at least 50% to be eligible. The cutoff is 45% for SC/ST. Individual colleges may however have different eligibility criteria.
