Can I pursue MS in Canada with 91 marks in TOEFL and 12 backlogs in B.Tech?

I have completed my B.Tech in electrical engineering with 67 percent.

TOEFL 91 marks is fine however the number of backlogs is a lot for any or at least many universities in Canada. Are you wanting to do a PhD after your Masters? If not, then look into the job-oriented SPP PG Diploma programs offered by SPP colleges and university colleges which sometimes incorporate a paid internship. Hope this helps. Thanks!

Chances are very slim. You can try applying to Australia.
