Can I pursue my Bachelors abroad with 60 percent marks in class 12th and 75 percent marks in class 10th?

Yes. you can. Grades should not stop you from applying for good universities. Appear for SAT and TOEFL exam, prepare a very good personal statement and your application well. Chances may be less in the top universities, but good application materials, and test scores work most of the time.
