Can I pursue my higher studies abroad?
I completed my graduation in 2005. I completed my ETT Diploma in 2008. I scored 5.5 band IELTS.

You haven't mentioned your grades, what you want to study, etc. If you meet the entry requirements of the course then you can. But, 5.5 is not recommended. Kindly, write to the universities before you apply.
